Security admins can not impersonate users or elevate roles, and the UI becomes unusable.
Log in as an administrator with impersonation capability. Impersonate any existing user in the instance. Impersonate back your original user in step 1. Notice the red ribbon line on the top of the impersonation window, and observe the UI elements cannot be clicked.
This problem is under review and targeted to be fixed in a future release. You can Subscribe to this article to receive notifications when more information will become available. The issue does not occur when switching to UI15, which is not a recommended workaround. A valid workaround is to open the sys_properties table and edit the system property glide.rest.apis.disabled changing the value to "Impersonate API". The original value includes both "Impersonate API" and "UI Impersonate API", so "UI Impersonate API" needs to be removed.
