It was observed with 3.6 L2VPN VPWS feature that when the system runs out of XCIDs, the forwarders that could not get an ID remained in UR or DN state with no explanation.
The methods known to trigger that condition are: 1. boot the router with Attachment Circuit configuration exceeding the node configuration limit 2. confgure the Attachment Circuits while there is no LC plugged in and exceed the node configuration limit 3. Remove an LC and insert back an LC with less capabilities while keeping the previous Attachment Circuit configuration that exceeds the new node configuration limit
Unconfigure the Attachment Circuits that are in UR or DN state and reconfigure them without exceeding the node configuration limit
