With both of the following settings in the BIOS, the system may appear stuck in the Operating System loading page and then restarts. Intel Software Guard Extension (SGX) is the SGX. Processor Reserved Memory Range Registers (PRMRR) is the PRMRR. Intel SGX set to Enabled PRMRR Size set to 512G Affected operating system: Windows Server 2022
Early in system boot when operating in single-processor mode, Windows defers initialization of most memory (namely 1 Tb of general purpose free or zero pages) until all processors are online. This allows the operating system to multiple threads the Physical Page Frame Number (PFN) initialization and reduce boot time. A portion of this deferred memory (around 12 Gb) is required to initialize the PRMRR ranges which cause the system to stop responding.
Workaround: The system boots to Windows Server 2022 if the PRMMR size is set to 256G or less.
