This issue was seen in the field on iDRAC versions 5.10.10.00 - 5.10.30.201 which impacts VxRail version 7.0.371 - 7.0.401.
The iDRAC is in a state that prevents staging any firmware outside of the iDRAC firmware itself.
Long-term resolution is upgrading to VxRail versions 7.0.450 and later which includes iDRAC firmware that automatically resolves this issue. If in the middle of the upgrade from an impacted version (7.0.371-7.0.401) and you are unable to switch to a version 7.0.450 and later, contact Dell Support for assistance in working around.
