This issue is specific to OpenStack and performing configuration over REST API to the Gateway. SDC was misconfigured - the MDM IP configuration contained addresses which were not MDM's, what affected entire communication between the SDC and the rest of the cluster.
Problem was fixed by correcting SDC configuration to point only to the correct MDM IP addresses.
