On the Arsenal platform, a subinterface is configured with a VLAN ID that is identical to an existing VLAN interface VLAN ID. The conflict must exist in the device configuration for the error to occur.
Manually review the device configuration and ensure that all subinterface VLAN IDs are unique and do not overlap with any VLAN interface VLAN IDs before performing the upgrade.
During the upgrade, the system attempts to map VLAN IDs to both subinterfaces and VLAN interfaces. If a VLAN ID is assigned to both a subinterface and a VLAN interface, the process cannot reconcile the conflict, resulting in a fatal upgrade error.
