The standby RP boots around 10 minutes after the active RP after a simplified install to 25.2.1 and later releases. This is due to the standby RP being reloaded an extra time which has additional symptoms that might be observed: - In the output of "show reboot history" an entry might be present for the standby RP that shows the reboot reason as "[init(1)] XR Startup is no longer blocked, restarting the reimage". Note: This will not always be seen. - If the console output of the standby RP is being monitored an extra reload will be observed
This delay and extra reload will be seen when upgrading IOS-XR from releases before 25.3.1 to version 25.2.1 or later on 8000.

In order to ensure that the device uses the same config after the install operation as it did before, a change had to be made to prevent the standby RP from booting in parallel with the active RP. The impact of this is that it delays the standby becoming available after the install operation. Note: This does not impact linecard boot up times. Upgrade from later releases - 25.3.1 onward - will not experience this same delay. In those upgrades the standby RP should boot around 5 minutes after the active.
