When cable is pulled out, signal is lost and the link is brought down. However when cable is inserted back link doesn't go up. This is because the both sides are waiting for the other side to start transmitting signal.
1G ethernet interface remains down when it should be up
cable needs to be pulled out and inserted and interop has to be with same kind of router which experiences this issue. For example NCS540 family routers running XR7.
Perform shut/ no shut operation on the 1G ethernet interface
Problem can't be experienced with NCS540 routers like Tortin.
