When Stackwise Virtual is configured with 2 supervisors per chassis with C9600X-SUP-2, the redundant / secondary / in-chassis standby supervisors should be in reset and should not form SSO. Quad-sup with this supervisor model is not supported as of this defect filing. But, they show SSO despite also showing in an "other" (reset / offline) state. Remove secondary supervisors - quad-sup with RPR or SSO is not supported with this supervisor
Reference the High Availability Configuration Guide, Cisco IOS XE Dublin 17.11.x (Catalyst 9600 Switches), Chapter: Configuring Cisco StackWise Virtual "C9600X-SUP-2 on a C9606R chassis does not support Quad-Supervisor with RPR." Further note that inserting a secondary supervisor into an active stackwise virtual pair with this supervisor model may cause the system to hang. Reference Cisco Bug ID CSCwe18593.
