Maximum link bandwidth is reported wrongly for the interfaces BW 4G (and above) in OSPF TE opaque LSA

Conditions

1. "segment-routing mpls" is configured in OSPF 2. "mpls traffic-eng tunnels" is not configured in interface 3. Interface maximum bandwdith >= 4G
