Symptom

Golden FPD on NCS540 cannot be upgraded in the field. It can only be upgraded in manufacturing or repair centre. Normally there should be no need to upgrade the Golden FPD during the product lifecycle. To avoid unnecessary alarms to customers, the Golden FPD version packaged into IOS XR rpm should never be ramped up. That way, FPD "Status" for Golden FPD will always show as "CURRENT".
