Symptom
using this switch version: 16.12.1 will not create a value for acct-output-packet and acct-output-octet.
acct-input-packet and acct-output-octet are fine, we can see a value.

using this version: 16.12.1
Further Problem Description
observed "Acct-Output-Octets [43] 6 0" , the value is = zero.
as per the rfc2866, accounting output octets should be sent after receiving accounting stop.
