Symptom

returning traffic [subject to PAT OUT->IN translation] is being punted to CPU and software switched depending on the amount of traffic we can see drops caused by the CoPP (set to 1kpps by default)

Conditions

it is not clear so far what the trigger for this issue is exactly

Workaround

increase the CoPP rate for the transit traffic queue
