Cat9k switches configured with MACSec and UDLD in aggressive mode on the interface When the switch is reloaded it is possible that one side of such a connection will transition to err-disabled state due to UDLD
UDLD aggressive and MACsec enabled on the same interface the switch is reloaded [e.g. planned upgrade or power outage or any other event that causes reload]
use a "shutdown" then a "no shutdown" commands to the interfaces to recover from this problem leverage the "errdisable recovery" configuration option upgrade to a more recent release
the problem does not happen if MACsec is removed from the interface [leaving just UDLD in aggressive mode present] the problem does not happen if UDLD is removed from the interface [leaving just MACSec present] Due to minor enhancements as well as major design changes for MACSec done in 16.12.x software branch this problem is not seen anymore. This conclusion was reached after extensive lab testing on 16.12.3a release where 150+ reload cycles were performed and the problem did not occur at all
