ISIS route in RIB may have down or unknown nexthop interface.

Conditions

The problem may happen under the following conditions: - microloop-avoidance is enabled on the router (either local or segment-routing) - the router is configured with both L1 and L2 levels - L2 prefixes are leaked into the L1 level
