NCS520, version 16.9.1a CFM is configured with continuity-check interval >=1s. When MEP interface is being "shutdown", switch doesn't generate appropriate CFM Continuity Check message, hence local MEP status change on remote side is not detected.

Create BDI interface with IP address in bridge domain, configured on MEP interface. Also this issue is not observed with sub-second CCM intervals. However with sub-second CCM intervals, down TLV is generated instead of admdn TLV upon shutting the interface
