Symptom

A900-IMA2Z may fail to come online after upgrading ASR-920 from 3.16.2aS to 3.18.3SP. The following logs would be reported - %SPA_OIR-3-EVENT_TIMEOUT: subslot 0/1: Timeout waiting for SPA OIR event -Traceback= 1#75c34f0c59891934ba3d79f95d50765f :10000000+EC2A70 :10000000+EC2E20 :10000000+503DEFC :10000000+505D4D8 :10000000+503E068 :10000000+387EC64 :10000000+503EB14 :10000000+505DB98 :10000000+477F2C0 %SPA_OIR-3-RECOVERY_RELOAD: subslot 0/1: Attempting recovery by reloading SPA %SPA_OIR-6-OFFLINECARD: SPA (A900-IMA2Z) offline in subslot 0/1 Physically reseating the modules does not help. "Show platform" shows the module stuck in "booting" mode

Conditions

This issue is seen on ASR920 only and the same modules come online on an ASR903 after an FPGA upgrade. Once the FPGA is successfully upgraded to 69.22, the modules work fine on ASR920 as well.
