Description

Symptom

If a remote VPN peer initiates a tunnel, isakmp phase1 comes up and DPDs are being exchanged even if the tunnel interface is shut down.

Conditions

Crypto and VTI tunnel config present, but tunnel interface is shut on a local device and not on the remote peer.
