When using Enhanced Object Tracking (EOT) and monitoring BGP threshold metrics, the track threshold always stays UP, even when the metric is 255 or any other value.

This is not a BGP issue, rather a track issue. The issue in track does not depend on whick kind of route is tracked; it can be a default route as well as some other generic route. Meanwhile, it does not affect routing as such; so it does not really impact default/other BGP routes. It can affect track, as well as HSRP, which is a client of tracking.
