MACSec port stuck in SAP_INCOMPLETE state if port speed is auto-detect and using 1G link.

Configure speed to match the 1G rate. N7K-Sup2-F2(config)# int eth4/44 N7K-Sup2-F2(config-if)# speed 1000 N7K-Sup2-F2(config-if)# shut N7K-Sup2-F2(config-if)#no shut
This problem occurs when we have the port configured for auto-neg mode and use a 1G link on that port. In this state, we see the SAP packets are not egressing out of some ports. This problem is not seen on 10G ports (with or without auto-neg).
