This applies to both ISR4451-X and ISR 4431 platforms. It does not apply to PowerOn reloads on other IOS or IOS-XE platforms.
This issue is fixed by upgrading the CPLD on the router. An IOS-XE upgrade will not address this issue. The Firmware should be upgraded as referenced in the 'workaround' filed of this release note. This issue is fixed in CPLD version 15010638 and later.
