Windows 2022 is not supported by Horizon 8.1 and the certificate here installed by Horizon 8.1 can't be used by Horizon 8.4. The certificate used by PSG gets corrupted by OS as the Certificate installed by Horizon version 2012 (8.1) cannot be used by Horizon version 2111 (8.4).
Should no impact for end user. Administrator will observe an error in User Interface (UI)
Ensure a supported version of Operating System is always used:Supported Non-Windows 10 and 11 Guest Operating Systems for Horizon 8 Agent (78715)
