The Paris version changed the label of the cmdb_ci_query_based_service table from 'Query Based Service' or 'Technical Service' to 'Dynamic CI Group', which has remained it's label until at least Utah. Some instances that have language packs installed may still have the old CMDB Class name. There is another table called 'Technical Service', so this may appear as if it is a duplicate table, and not be possible to tell the different when selecting the table in a condition builder.
On a pre-Paris instance: Install Service Mapping, so that the cmdb_ci_query_based_service table is there install some Language Packs Upgrade to Paris or later Check the sys_db_object record for table cmdb_ci_query_based_service and see if the label is 'Dynamic CI Group' (expected behaviour) or not (actual behaviour). There is a random factor involved: The fix_cmdb_ci_query_based_service_table fix script doesn't sort the query against sys_documentation or filter it on language-en, so there is still a change it does luckily get the en one to update,
This problem is currently under review and targeted to be fixed in a future release. Subscribe to this Known Error article to receive notifications when more information will be available. The workaround is to manually correct the sys_documentation record for table=cmdb_ci_query_based_service, element=(empty), language=en to have label "Dynamic CI Group".
