Non-admin users are unable to create records in some tables after upgrade to Tokyo (instances without High Security plugin active). Root cause is a new *-level Create ACL requiring admin.
Use a San diego instance without High Security Plugin Upgrade to Tokyo A new ACL is installed which prevents non-admin users from creating new records on tables such as Incident Problem change_task and others ACL installed with Tokyo release (not found in San Diego): /sys_security_acl.do?sys_id=711ba74a772201105d57a2059f5a99f7&sysparm_view=&sysparm_record_target=sys_security_acl&sysparm_record_row=1&sysparm_record_list=ORDERBYDESCsys_updated_on%5EORDERBYsys_id&sysparm_record_rows=23754 Without High Security Plugin most tables do not have the create ACLs so this new ACL prevents create new
Two possible workarounds: 1) Modify the sys_security_acl record with sys_id 711ba74a772201105d57a2059f5a99f7 - change the Name value from an asterisk (*) to "sys_polaris_menu_config" without quotes. 2) deactivate the sys_security_acl record with sys_id 711ba74a772201105d57a2059f5a99f7
