The error "The contents of the page cannot be displayed right now . It may be temporarily unavailable or you may not have permissions to view." occurs because the snc_internal and snc_external roles are added as part of the "com.glide.explicit_roles" plugin, which is installed as part of "com.sn_customer_communities" plugin, while the "sn_actsub_module" read ACL is shipped as part of the "com.snc.activity_subscriptions" plugin. The snc_external role is not added to the ACL correctly when the "com.snc.activity_subscriptions" plugin is installed first, since the roles are not present due to missing "com.glide.explicit_roles" plugin, that should be a dependency for the addition of snc_internal and snc_external roles.
On a San Diego instance, activate "com.sn_customer_communities" plugin. NOTE: This issue may be observed in pre-SanDiego instances as well if the "com.snc.activity_subscriptions" plugin is installed prior to "com.sn_customer_communities" plugin. Sign up on community portal. Login with the registered user into community portal. Click on community drop down -> Notifications and subscriptions link. The page shows the error message: "The contents of the page cannot be displayed right now . It may be temporarily unavailable or you may not have permissions to view."
This problem is under review and targeted to be fixed in a future release. The workaround you can attempt is to activate/repair the "com.snc.activity_subscriptions" plugin.
