The sys_template delete ACLs don't reference the template_admin role out-of-the-box.
Install the "Customer Service Base Entities" plugin in order to get the "sn_esm_agent" role Navigate to this role and see that this role contains the template_editor_global role Checking the delete ACL for sys_template (sys_security_acl.do?sys_id=62623970f3211200a29a4af234612b4d) you can see that users with the template_editor_global role are allowed to delete global templates - Expected behavior: The sn_esm_agent should not contain the template_editor_global role because this allows the agents to delete global templates - Actual behavior: The sn_esm_agent role contains the template_editor_global role that allows the agents to delete global templates.
This problem has been fixed. If you are able to upgrade, review the Fixed In or Intended Fix Version fields to determine whether any versions have a planned or permanent fix.
