List Action loading depends on the value in "related_list_table" variable. As the value is truncated it doesn't load all the UI actions related to related list table and its extensions. Change the max_length of the below variables to '80' and create the step again, for example on: https://<instance_name>.service-now.com/atf_input_variable.do?sys_id=26a99db0532332007e7829cac2dc3479&sysparm_view=advanced
