The earliest recollection of this bug is traced back to PAN-OS 10.1.9 - July 22, 2025. This bug is fixed in PAN-OS versions 9.1.17, 10.1.9. Fixed an issue where unmanaged tags were set to NULL, which caused unmanaged devices to match the HIP rule for managed devices. As a result, you were unable to distinguish between managed and unmanaged devices.
