The earliest recollection of this bug is traced back to PAN-OS 10.1.10 - July 22, 2025. This bug is fixed in PAN-OS versions 11.0.3, 11.0.2, 10.2.5, 10.1.10. ( PA-5200 Series firewalls only ) Fixed an issue where, after upgrading to PAN-OS 10.1.6-h3, a TACACS user login displayed the following error message during the first login attempt: Could not chdir to home directory /opt/pancfg/home/user: Permission denied .
