The earliest recollection of this bug is traced back to PAN-OS 8.1.16 - July 22, 2025. This bug is fixed in PAN-OS versions 8.1.16, 9.1.4. Fixed an issue where a firewall running in FIPS mode was unable to download the GlobalProtect datafile even when a GlobalProtect license was installed and valid.
