The earliest recollection of this bug is traced back to PAN-OS 8.1.16 - July 22, 2025. This bug is fixed in PAN-OS versions 8.1.16, 9.1.4. Fixed an issue where excessive next hop FPGA exceptions occurred when an ARP request or response was lost in the network in an ECMP configuration, which blocked subsequent ARP learning due to a full queue.
