Bought to attention by BF-29302, "The server is in quiesce mode and will shut down" error was thrown as a result of trying to get all the primaries for a fixture and in order to do so, we reconstruct the replica set from existing nodes. This reconstructor is wrapped in a retryOnNetworkError function, however, this function doesn't take in account this quiesce error. Add this message to the list to make sure replsettest continues to retry when this error is propagated.
