The constants kTenantApplierBatchSizeBytes, kTenantApplierBatchSizeOps, kMinOplogEntriesPerThread, kTenantApplierThreadCount in the TenantOplogApplier should be server parameters instead of constants. Except kTenantApplierThreadCount, all should be settable at run time and take effect between batches.
