On HPE servers with Intel processors with Intel QuickAssist Technology (QAT) running
Red Hat Enterprise Linux 9.3 when attempting to use QAT software from the terminal, the
message "Failed to start QAT service" is displayed.
Journal log of qat service:
The QAT service failing to start occurs because the SELinux security module does not
have sufficient permissions for the qat_init.sh script to function on Red Hat Enterprise
Linux 9.3.
Scope
Any HPE server with Intel processors with Intel QAT and running Red Hat Enterprise
Linux 9.3.
Resolution
The selinux policy is targeted to be updated via the next RHEL 9.3 z-stream update.
This issue has a bug report (RHEL-17947) at Red Hat.
As a workaround, update the selinux-policy and selinux-policy-targeted package to
version "38.1.23-1.el9_3.2" (or later).

If using the QAT software for the GA image release, below are two
suggested workarounds:
To set SELinux in permissive mode
OR
To manually compile the QAT software source from Intel github.
