A ProLiant m750 server cartridge in an HPE Edgeline EL4000 Converged Edge System will always report incorrect fan speed utilization when running the following components:

HPE Integrated Lights-Out 5 2.48
Acoustic Mode setting enabled in RBSU
NVIDIA Quadro P1000 Graphics Accelerator Card or Nvidia Tesla T4
Fans perform as expected when acoustic mode is enabled. However, the fan speed that is reported by iLO 5 is incorrect. The iLO 5 Web GUI Fan speed always displays at 100%. Ignore the Fan speed listed at 100% when acoustic mode is enabled. It is a false message. Without acoustic mode enabled, the fan speed is reported correctly in iLO 5.
Scope
Any ProLiant m750 server blade installed in an HPE Edgeline EL4000 Converged Edge System in the configuration detailed above.
Resolution
A future version of iLO firmware will correct this issue. There is no other tool that will display the correct fan speed when acoustic mode is enabled.
As a workaround, ignore the Fan speed listed at 100% when acoustic mode is enabled. It is a false message. Without acoustic mode enabled, the fan speed is reported correctly in iLO 5.
