On an HPE ProLiant XL230k Gen10 Server with any Microsoft Windows Server Operating System (OS), the External PCIe slot may not support the low power state "D3-hot."
The Operating System will generate a Non-Maskable Interrupt (NMI) and a Windows Blue Screen Message will be displayed, indicating an irrecoverable fault when the devices and its drivers are provisioned in its environment.
This will occur when attempting to install a driver to the device in the Microsoft Windows Server OS.

This issue occurs because a component that interfaces with the external PCIe slot will not reinitialize properly when a command is sent through the device. The driver itself will not create this issue; rather, it is caused by but the interaction of the driver with the Windows OS.

Resolution
When required to use the restricted option cards on the Microsoft Windows Server Operating System, perform the following before installing network drivers:
Open Start
Search for the Command Prompt.
Right-click on the result and select "Run as Administrator".
Run the below registry:
reg add HKLM\SYSTEM\CurrentControlSet\Services\pci\Parameters /v 80862030159000EA /t REG_BINARY /d 0000000000040000 /f
