Clusters running PowerStoreOS v4.1 and later Certificates with Netscape extensions are not allowed to be added or imported.
The Netscape Extensions are no longer allowed because various crypto components used by PowerStoreOS v4.1+ no longer support Netscape Extensions.
This behavior is expected and functioning as designed.
