Symptom

This error will be logged when the dialer module trying to make the call but the configured interface is not yet ready. When we aren't connected to the destination (i.e. Also there is no call is pending/no call establishment in-progress) and there is no possible connection/interface for placing a call, start the fast idle timer. The reason for the no free interface may be specific to physical interface (i.e. cellular here)(interface is not up yet). the profile stays active but there is no PDP context, which causes the dialer to see no free dialer.
