Symptom
- Router experienced an expected reload but last reload reason is LocalSoft.
- Following log was seen on shutdown_journal log

Conditions
Initiate reload request thru netconf from vManage
Further Problem Description
When the reload is initiated thru netconf, the SW is not setting the reload reason. After reload, reason is showing up as generic 'LocalSoft' meaning "locally initiated via software"
