Symptom
WebUI shows under Administration --> Software Management --> Software Upgrade a message stating: "There is an ISSU Upgrade in progress. Please wait til it completes..."
However, from CLI:

Conditions
There were several upgrades with ISSU, from 17.3.1 to 17.2a, then to 17.3.3. Then an upgrade to 17.3.4, not using ISSU as the problem was present in 17.3.3
Workaround
Workaround is to manually go into system shell to remove all stale ISSU files from the active/standby.
