Symptom
9800-L-C WLC RX counters stop on TenGig uplink ports causing network impact.

The WLC doesn't negotiate speed properly on the 10 Gbps ports when going to 1 Gbps SFPs on the switch.
Several WLCs have the same configuration, the port-channel ports went to LACP suspended. This was fixed by changing configuration of LACPDUs rate (slow vs. fast).

9800-L-C with ROMMON and Ethernet Programmables updated in High Availability or Standalone mode
9404R Switch
Workaround
Do not use the TenGigabit uplinks and use any of the and up to four multiGigabit ports instead.
As a temporary workaround, you can perform a "shutdown" / "no shutdown" cycle on the affected
interface.
Further Problem Description
This bug is fixed not in IOS-XE, but in the Ethernet PHY code in HW Programmables relase 17.3.2.
