This issue happens 16.12.4, 17.3.3 and 17.5.1. Show idb all output will show clue for justification of hitting or not. Ideally Inactive HWIDBs and SWIDBs should be under 1000.Once it shows higher number and gradual increase there is an chance hitting this issue.
