Symptom

Cat9300 detects PD when another switch that is not a PD device is connected to it %ILPOWER-5-DETECT: Interface Te1/0/15: Power Device detected: Cisco PD %ILPOWER-5-IEEE_DISCONNECT: Interface Te1/0/15: PD removed %ILPOWER-3-CONTROLLER_PORT_ERR: Controller port error, Interface Te1/0/15: Power Controller reports power Tstart error detected it may cause some interface flap. after flap, the link becomes stable.

Conditions

This was found when connect / disconnect cable between Cat9300 switches frequently

Workaround

Disable power inline for the interface (config-if)#power inline never
