ISR4451 and ISR4431 router does not boot, but keeps printing out only "Initializing Hardware ..." on the console.
This issue impacts the ISR4451 and ISR4431 routers running ROMMON versions 16.9(1r) and 16.12(1r) and occurs after a power cycle. Depending on the IOS version, the ROMMON may be automatically upgraded to the 16.12(1r) version. For SDWAN images running 16.12.1, the ROMMON is automatically upgraded to 16.12(1r). For standard IOS images running 16.12.1 and prior to 17.2.1, the ROMMON is automatically upgraded to 16.12(1r).
If you recently upgraded to rommon 16.9(1r) and 16.12(1r) and then hit this problem, reseating DIMM won't help, please have the unit RMAed.
This issue can be fixed with a proactive ROMMON upgrade to 16.12(2r) or later. If the router console is already stuck in "Initializing Hardware", then an RMA must be performed.
