On ISR4400, the 15.x ROMMON versions cannot boot IOS-XE 16.6.1, 16.6.2 and 16.7.1. The boot failure shown below complains of Signature verification failed. The Signature of the IOS-XE image cannot be validated. ROMMON will abort booting the image.
1. As a workaround, please boot IOS-XE 16.3.3 to auto upgrade the ROMMON to 16.2(1r). After the upgrade process has finished, the 16.2(1r) ROMMON can successfully boot all versions of the IOS-XE 16.x release. 2. As a workaround, please upgrade the ROMMON to 16.7(4r) or later using 3.x Cisco IOS images.
The Signature verification failures currently only affects the ISR4400, but as the ISR4300 IOS-XE images grow above 512MB, it will exhibit the same validation failure.
