if we insert the SFP transceiver, configure "speed nonegotiate" under interface, no matter fiber connected or not, we will suffer the interface up/down issue. issue was found with line card WS-X4640-CSFP-E. cust also states the X4612-SFP-E line cards have the same problem
configure "no speed nonegotiate" under interface under SFP, issue found on WS-X4640-CSFP-E and X4612-SFP-E. This is the default setting.
The workaround to this issue is either "no speed nonegotiate" or shut down the interface. This bug has no service impact since other than link flaps on an interface which is not connected.
