A Mobile VPN with L2TP tunnel fails to establish when the external interface uses a tagged VLAN. IKE negotiation completes successfully, but the Firebox drops ESP traffic, and the Mobile VPN with L2TP connection cannot complete.
Use a physical interface or an untagged VLAN for the external interface. Alternatively, use Mobile VPN with IKEv2 instead of Mobile VPN with L2TP.
