When a vCenter is in ELM, its Single Sign-On (SSO) domain maintains replication agreements with all partner vCenters. Backups taken in ELM environments capture such replication agreements. After breaking ELM, linked vCenter instances are removed from the topology, but the restored backup tries to re-establish SSO sync with them. As a result, the backup fails to restore with a message such as Error Failed to synchronize SSO data with partners .
After breaking ELM, take new backups to use for vCenter restore.
