Upgrades to vCenter 8.0 Update 2 include an upgrade from Photon 3 to Photon 4, which requires access to the Photon online repository. If your vCenter system cannot to access the repository due to limited or no Internet access, the system makes multiple retries and the upgrade progress stays at 93% for a few hours. The upgrade eventually completes.
