This error occur because the server registration is skipped in Centralized-Management. Once registered, servers will automatically exchange certificates, and then, cert based authentication will be available.
Go to the Frontend, Centralized Management > Configuration, and then clickRegister a Server. Register all of the APG servers that are up and running and use the following settings: Server HostName = the DNS name of the serverGateway URL = https://<server DNS name>:48443/User Name = adminPassword = changeme
